What the addendum claims
This addendum integrates Qubit-State `c` (`c[q]`) into ARQ v0.2 as a behavioral non-collapse overlay under uncertainty.
It is not physical quantum computing.
It is not quantum consciousness.
It is not ARQ Model M5.
It does not replace `ARQ_v0.2_Normative_Core.md`.
SER remains the canonical payload home. AGI remains the context / pointer / cartography layer. Zenodo DOI is the archival citation surface.
