What the addendum claims

This addendum integrates Qubit-State `c` (`c[q]`) into ARQ v0.2 as a behavioral non-collapse overlay under uncertainty.

It is not physical quantum computing.

It is not quantum consciousness.

It is not ARQ Model M5.

It does not replace `ARQ_v0.2_Normative_Core.md`.

SER remains the canonical payload home. AGI remains the context / pointer / cartography layer. Zenodo DOI is the archival citation surface.

This publication behaves like an engineering change-control record. The Markdown is the editable technical note, the PDF is the printable citation surface, the ZIP is the archival package, and the hashes bind the public claim to reproducible artifacts. No checksum, no archive confidence.
