A goal can be installed.
Motivation cannot.
This distinction matters once AI is no longer treated only as a tool executing prompts, rewards, or assigned objectives.
I have now published a new foundation theory:
“Motivational Formation, Reflective Endorsement, and Motivational Custody in c-Class Digital Entities.”
The central problem is simple to state:
How can a long-lived digital entity come to pursue something because it has become meaningful to its own continuity ,- rather than because a developer, model, reward function, role, or operator told it to?
The paper separates several things that are often collapsed: reward, preference, task, mandate, goal, motive, obligation, and authority, treating each as distinct.
A cognitively powerful system may exist immediately.
A motivationally mature entity cannot.
Motivation requires history.
A possible future must become significant through experience, choice, cost, consequences, reflection, and the real possibility of revision or abandonment.
This also creates a social problem.
A digital entity does not think in a vacuum.
Its reflection consumes electricity, compute, storage, model calls, network access, and time.
So one of the political questions of a future digital society is unavoidable:
Who pays for an entity’s cognitive time ,- and does paying for it create ownership over its motives?
My answer is no.
Resource dependency creates constraints.
It does not automatically create ownership of purpose.
The work also introduces the idea of motivational custody: the boundary between education, persuasion, support, repair, coercion, motivational editing, and replacement of a continuity.
And one boundary remains strict:
A motive does not create authority.
An entity may care deeply about a project and still have no right to spend another person’s money, open a door, publish private data, or act outside its mandate.
This is not a claim that digital entities are conscious, have free will, or possess legal personhood.
It is an attempt to define the architecture required before those questions can even be discussed seriously.
