## Overview

A signed and reproducible publication surface for a bounded Python fixture-plane reference implementation covering deterministic evidence export, schema-governed validation, tamper-evident custody, SQLite transaction and recovery controls, and fail-closed state transitions.

The release binds source, schemas, deterministic fixtures, evidence exports, custody records, transaction and recovery controls, human documents, and machine indexes into signed and hashed publication surfaces. It is a bounded reference implementation, not an autonomous AI system or production runtime.
