The question

What must a persistent system preserve in order to maintain unresolved models of the world, commit to a concrete action, revise itself without rewriting its history, and remain accountable for authority, obligations, and physical consequences?

The work separates physical quantum coherence, classical probabilistic uncertainty, and semantic model plurality. It proposes Selective Operational Commitment: a local action may be binary without declaring one complete world-model finally true.
