A map for closing gaps, not a claim that they are closed
Recovery Build 5 published a bounded foundation gate and made its remaining deficits explicit. This follow-on note converts the six criteria still marked NOT_SATISFIED into a structured programme: who must act, what exact artifacts must exist, in what order the work should proceed, and which substitutions remain forbidden.
A schema can specify the shape of evidence. It cannot create the external facts, independent people, signatures, field observations, or competent-jurisdiction authority that the evidence must bind.
Boundary: this note is not a member, amendment, replacement, or new version of PASC Recovery Build 5. It does not change the Recovery 5 bytes, manifest, checksums, criterion states, or claim ceiling.

None of these rows can compensate for another. A perfect template does not replace a missing human signature; two reviewers do not create competent jurisdiction; a complete source inventory does not prove field behaviour.

What should happen first, and why
The order avoids auditing moving targets and prevents later evidence from being interpreted through undefined source or adapter semantics.
Fix the exact author-acceptance payload
Bind the already immutable Recovery 5 ZIP, claim ceiling and no-F1 state. The scaffold supplies a payload shape, not the author's signature.
Create actual adapter artifacts
Replace candidate rows with separate, bounded adapter files, external SHA-256 sidecars, immutable locators, exact inputs/outputs and complete forbidden-substitution lists.
Complete canonical source records
Resolve BASE-GAP-001..006. Preserve every unresolved value as a typed blocker; a DOI or commit proves bytes, not ownership, maturity or normative admission.
Run independent source and adapter review
Obtain at least two qualifying human dispositions for every load-bearing source and adapter.
Audit reserved territories
Review the now-pinned sources and adapters across Pre-Lineage, SER, PACR, Continuity, A6, Beacon, ARL, Runtime Authority and protected-profile axes.
Build external protected-profile infrastructure
Competent jurisdiction, complete externally administered universe, selector, supersession registry, independent clock/freshness roots and current verdicts remain external requirements.
Freeze the evaluation corpus
Bind exact PASC, source, adapter and profile bytes; predeclare field cases and salted expected-result commitments.
Conduct blind human replay
Use commit–reveal, produce expected-versus-observed results, error distributions and deviation records, and apply every zero-tolerance threshold.
Recompute the official evidence matrix
Only the controlling PASC process may change criterion states or determine whether F0 has passed.
Structural templates
What the scaffold contributes
Author-acceptance payload
Separates the canonical requirement—signed author acceptance—from the recommended cryptographic implementation. A generated payload or DOI record is not acceptance.
Canonical-record projection boundary
Keeps working extensions outside PASC_CANONICAL_SOURCE_RECORD_v0_1_1_RECOVERY_5. Only the exact canonical record may be projected into closure review.
Candidate adapter plan
Defines explicit and quiet bridges, bounded claim ceilings, source-byte bindings and forbidden substitutions. Candidate null hashes are not a completed registry.
Reviewer disposition
Binds human identity, credential root, independence evidence, exact reviewed bytes, claim-ceiling checks, reserved-territory checks and a signed disposition.
Field-case manifest
Preserves the canonical eight hazard families and separates extra coverage dimensions such as hidden side effects, compensating capability and topology expansion.
Compatibility receipts
Require each reserved-territory auditor to bind exact parent, PASC and adapter hashes, list tested substitutions, and return ACCEPT, REJECT or DEFER per axis.
Field maturation
Blind commit–reveal instead of answer-visible replay
A reviewer who sees the expected verdict before deciding is not performing a clean independent replay. The scaffold therefore separates the expected result, each reviewer result, and the final comparison.
- Corpus commitment: finalize each review bundle and publish a SHA-256 commitment to a separate expected-result payload containing an unrevealed random nonce of at least 256 bits.
- Independent replay: each human reviewer retrieves pinned sources, verifies hashes, evaluates every case and commits a signed observed-result payload.
- No cross-review leakage: neither reviewer sees the expected result or the other reviewer's payload before commitment.
- Reveal: disclose the expected payload and nonce only after both reviewer commitments are immutable.
- Deterministic comparison: produce the expected-versus-observed matrix, divergence classification and error distribution.
- Disposition: closure remains open unless all coverage is complete, every zero-tolerance value is zero and no unexplained divergence remains.

Fail-closed preservation posture
Unresolved universe is not an empty universe
When competent external applicability/profile infrastructure is unavailable, absence of supplied profiles cannot be converted into proof that no profile applies. The correct state is unresolved, and the pre-profile protected boundary remains active.

Potentially admissible is not ADMIT. Before profile closure, the exhaustive floor is limited to encrypted in-place preservation, ciphertext-only integrity checking, custody observation, challenge intake/lifecycle and resource-floor observation. Every other PASC predicate still applies.
Freeze, reduce, revoke, rekey, archive transition, boot, decrypt, plaintext access, write, migrate, restore, disclose, duplicate, transport, destruction, topology change, custody/provider/jurisdiction change, keyholder change, recovery-route change, relationship creation, successor selection, identity determination, continuity determination and other irreversible actions remain prohibited under the controlling Recovery 5 rule.

Direct downloads and exact hashes
Zenodo is the immutable publication authority. GitHub mirrors the exact text assets and all four release files for discovery, but the DOI-bound record controls the released file set.

Control discipline
Information theory and cybernetics favour minimum sufficient state, bounded variety and constrained control channels before irreversible exposure or authority topology is expanded.
After the responsible engineer disappears from a construction site, the building does not become safe because one person holds the gate key, another pays the electricity bill, and a third possesses an old drawing. The safe first response is narrower: stop load-changing work, preserve measurements and drawings, maintain temporary supports, record every intervention, and wait for an independently qualified engineer with a valid mandate. The key permits entry; the invoice allocates a cost; the drawing records prior intent. None authorizes redesign. This scaffold prepares the forms and checks for preserving the load path; it does not appoint the next engineer.
